This contained the draft resolution in blue on the prosecution, rehabilitation and reintegration of foreign terrorist fighters, put forward by Indonesia; the votes submitted by all Council members; and explanations of vote by Belgium, France, Indonesia, Russia and the US. The draft resolution failed to be adopted because of a US veto. The 14 other Council members voted in favour of the draft.
